By 1917, the appearance of larger and heavier freight cars had pushed most 0-6-0 locomotive designs to their limits. With this in mind, the United States Railway Administration developed plans for an all-new 0-8-0, a bigger switcher equal in power to many of the road freight locomotives of just a few years earlier. 175 units were completed before government control ended in 1920 and, unlike some USRA designs, the 0-8-0 was well received by the railroads that received it. In fact, the USRA 0-8-0's design was eventually copied by 35 different roads with the last new steam locos built in the US being a series of USRA design-based 0-8-0s, constructed by the N&W during 1951-1953.
