As demand for light trucks and SUVs increased, railroads found themselves in need of more bi-level auto racks to handle the increase in business.

At the same time intermodal traffic was rapidly switching from trailers to containers and well cars, making many older 89' flat cars available for conversions.

Many of these were newer flush deck cars, which could easily be fitted with enclosed auto racks.

Today, many are still going strong.
